John L. Marcotte

John L. Marcotte is the Director of the APWU Health Plan that currently has more than 220 employees and over 118,000 postal and federal plan participants.

John was born in Detroit, Michigan. After high school graduation he was honored to be trained in the US Navy’s nuclear power program serving as a Reactor Operator on Board the USS California. After receiving an honorable discharge John worked as a Physicist/Engineer at the National Superconducting Cyclotron Laboratory at Michigan State University.

John started his postal career at the Lansing, Michigan P&DC and soon thereafter became actively involved in our union as a shop steward and craft director. Transferring to Northern Michigan John was elected to 5 consecutive terms as local president and 2 terms as Michigan state president. John was elected to national office in 2013 as APWU Legislative and Political Director. Serving with distinction he was chosen by your National Executive Board to be the Director of the APWU Health Plan upon the retirement of previous director.

John is blessed with 3 amazing children and one perfect granddaughter whose support allowed him to follow his love of serving the membership. John enjoys hiking, reading and traveling to state and national parks.

Grateful for the support and leadership of our locals, states and chapters John plans to grow membership in our health plan by working with and supporting our APWU health plan representatives in these organizations with superior education and resources. In the federal sector he will use innovative advertising to let eligible federal employees know the benefits of enrolling in the best value in the FEHB program.

The APWU Health Plan

The American Postal Workers Union (APWU) Health Plan is a national preferred provider organization (PPO) that offers both a fee-for-service High Option plan and a Consumer Driven Option health plan. Both options are open to all employees or retirees covered under the Federal Employees Health Benefits (FEHB) Program. Located in Glen Burnie, Maryland, the Health Plan is a department of the American Postal Workers Union. We employee 200 people to service the 205,000 people covered by the Health Plan. Note: The APWU Health Plan is self-administered and self-underwritten.
